Associated Chino Teachers v. Chino Valley Unified School District (2018) 30 Cal.App.5th 530.  This is one of those cases in which there is again a weighing of a potential privacy interest of an employee versus a public interest in knowing about disciplinary issues regarding school district employees.  This particular matter involved a former high school volley ball coach who engaged in conduct that was alleged to include yelling at players but did not result in any formal disciplinary action.  Petitioner sought disposition letters regarding these complaints.  The Court of Appeal determined that these documents did constitute personnel records and even though they weren’t in the personnel file they maintained their elements of confidentiality, and the weighing resulted in the determination that the harm to the coach’s privacy interest outweighed the relatively minimal public interest in disclosure in that the coach was not a high profile public official but was a teacher who was no longer coaching.
